Dear Collaboration Board Members,

For all the LHC experiments, a Memorandum of Understanding specifying the obligation of the participating parities must be agreed between CERN and the funding agencies. As a first step, an Interim Memorandum of Understanding (IMoU), which regulates the phase up to the Technical Design Report, has now to be formulated. This is one of the important subjects at the Resource Review Board taking place on 14th of September.

In order to give a starting point for RRB discussion, we provided a very preliminary draft of an IMoU based on points agreed in the Collaboration Board. This draft will be sent to the representatives of the funding agencies and will be used to initiate a discussion in the RRB to converge toward the final IMoU. The draft includes information on the following :

1) Participating Institutes and their representatives 2) Funding agencies and their representatives 3) Organizational structure and detector sub-system of LHCb and names of responsible persons 4) Common projects 5) Detector cost estimate 6) Requested funding figures 7) Overall schedule and lists of milestones up to the Technical Design Report. 8) Sharing of responsibilities up to the TDR.

This draft has been sent by mail to you for your inspection. We will discuss this in the next Collaboration Board meeting and your comments will be clearly reflected in the final version of the IMoU to be signed once the agreement is reached sometime later.
