Dear LHCb colleagues,

Approval of the LHCb experiment was made practically without any condition. A cost sealing will be set, which cannot exceed 82MCHF assuming that we will get the muon shielding iron from CERN, when the first TDR is submitted. And we must have a final design of the detector which matches to the funding we have when the first TDR is submitted. Since this we have to do in any case, it is hardly a condition and we can really concentrate on the real work, i.e. to design a defector which we are going to build. I cannot think of any situation better than this. We are suppose to get a memorandum from DG notifying the approval. I will let you know as soon as we get an official notice. Our first TDR is Magnet which is planed to be submitted in December next year. We have now very exciting time in front of us. I would like to congratulate us all for this important step. Our Letter of Intent was submitted in August 1995 and Technical Proposal in February 1998. Then, it took us only 6 months from the submission of the Technical Proposal to this approval. Without everybody's hard work, we could not achieve this in such a short time. Particular thanks are to the old convenors who guided us to a successful completion of TP and continued to interact with referees afterward till the recommendation by LHCC.
