Dear Colleagues,
I have received a Memorandum from Director General, Luciano Maiani,
(CERN/DG/LM/sb/99-267) 4th of May 1999, confirming an approval of the
LHCb experiment. Apparently, three other LHC experiments had received an
formal memorandum from DG but we did not with some reason. So the new DG
wanted to make everything the same and send us this memorandum.
