THE THIRD INTERNATIONAL CONFERENCE ON B PHYSICS AND CP VIOLATION [BCP-3] December 3-7, 1999, Taipei, Taiwan This is the Second Circular for the Third International Conference on B physics and CP Violation, which will take place December 3-7, 1999 in Taipei, Taiwan. The series was started by A.I. Sanda in Nagoya in October 1994, and the Second Conference met in Hawaii in March 1997. At the turn of the millennium and the new dawn on CP violation in B system and elsewhere, the Conference promises to be an exciting one. The expected attendance is 200 to 250. I. GENERALITIES The Conference will be held December 3-7, 1999 at the Second Activity Center on the campus of National Taiwan University in Taipei, Taiwan, with a break on Sunday, December 5 for excursions. The format of the Conference is designed to maximize interaction between experiment and theory and encourage free discussion. The Conference is sponsored by the National Science Council, the Ministry of Education, the Physical Society of R.O.C., the Asia Pacific Center for Theoretical Physics (APCTP), Academia Sinica and National Taiwan University. The Proceedings will be published by World Scientific. II. Scientific Program The Conference will consist of 4 full days of invited plenary talks and one evening of contributed plenary talks. Abstracts of contributed papers should reach the Secretariat by October 15. Notification of acceptance would be sent early November. The preliminary scientific program is appended at the end. III. Important Dates and Deadlines: Early Registration: September 15, 1999 Hotel Reservation advised by: October 15, 1999 Third circular sent: October 15, 1999 Contributed paper abstracts: October 15, 1999 Conference Dates: December 3-7, 1999 IV. Registration and Secretariat Conference Desk and Tour Desk would be open when Conference is in session, and also on Dec. 2 where an informal welcome reception would be held at the Conference site for registration and payment. VII. Transportation Taipei CKS International Airport is located 50 km south of Taipei, and is linked by expressway with easy bus and taxi services. On December 2, arriving participants would be assisted onto buses for their hotels. Transportation for participants staying at Academia Sinica and National Taiwan University Guest Houses would be arranged. Transportation between hotels as well as Academia Sinica Guest House and the Conference site would be arranged daily. Taxi is inexpensive and convenient in Taipei. A help sheet for directing taxi drivers to hotels and the Conference site would be included in the Third Circular. Renting a car in Taipei is not recommended. VIII. Excursions and Accompanying Person Programs

Various arrangements are listed below. More may be added later to web. No charge would be made through the Secretariat. Kindly make your selection on the Registration Form, which would be treated as a reservation. Excursion 1: Palace Museum and Yangmingshan National Park National Palace Museum, Yangmingshan N. P. The National Palace Museum houses the world's largest assemblage of priceless Chinese art treasures spanning nearly 5,000-years. Yangmingshan National Park is a volcanic area reaching 1100 m located between Taipei and the North Coast. The North and Northeast coast of Taiwan offers scenic coastlines and interesting rock formations. TAROKO GORGE Taroko Gorge is an exceptionally beautiful, narrow ravine created by a river which has cut through mountains of solid marble and granite. A road carved into sheer walls of rock snakes its way past forested peaks and cliffs towering thousands of feet above it, while hundreds of feet below a river roars past gigantic marble boulders. Here and there, pavilions, pagodas, or temples cling to mist-clad mountainsides; elsewhere, waterfalls gush from crevices in the steep cliffs. KENTING NATIONAL PARK Quaint fishing villages, seascapes of silvery-white beaches and placid coves, and unusual rock and coral formations are just some of Kenting National Park's diverse scenic attractions. Located at the southern tip of Taiwan, it is the island's only truly tropical area with stately palm trees, hot summers, and balmy "winters". The clean white sand and azure water of the beaches at Kenting and the favorable climate make it the area's favorite year-round spot for swimming and other beach activities. Colorful exotic fish and other creatures playing in unspoiled coral reefs make snorkeling and scuba diving very popular here as well. Tour/Hotel Payment Desk The Tour and Hotel Payment desk, operated by the East-South travel agency, will be open during Thursday (Dec. 2) registration period and Friday (Dec. 3) through Tuesday (Dec. 7) during the Conference. Besides paying for hotel and excursion/tour fares, one can sign up for further excursion/tour/social programs or make other inquiries. X. Visa Citizens of the following countries can visit Taiwan for up to fourteen (14) days without a pre-approved visa: Austria, Australia, Belgium, Canada, France, Germany, Japan, Luxemburg, the Netherlands, New Zealand, Portugal, Spain, Sweden, UK, and the USA. Visitors from all other countries should have a valid visa before departure. If you need further assistance for visa, please contact the Secretariat. XI. Local Information Taiwan is an island 10% smaller than Switzerland but with mountain chains almost as high (reaching 3952 m). Taipei is a city of 3 million (with another 3 in the vicinity) located in northern Taiwan. Besides boasting a profusion of good eateries, the most notable feature when you first set foot in Taipei is the huge number of scooters. Nightlife is also abundant. December weather in Taipei is mild with temperatures averaging 19.3C and average rainfall of 127.1mm (so bring an umbrella). If not drizzling, it could be quite nice. National Taiwan University is located in central-southwest Taipei. It is known for its broad "Coconut Avenue" and also nicknamed "Azaleas City" for the gorgeous blooms in March (which we would miss). Although there are no great restaurants in the immediate vicinity of NTU campus, there are numerous nice cafes and small eateries. The Conference will be held at the Second Activity Center, a new facility at the southwest edge of campus facing busy Roosevelt Road. Unfortunately, we would probably just miss the opening of a Transit line that passes underneath that street. XII.
