Dear Colleagues,
    Our principal referee, David Casel kindly informed us that the
status of the LHCb experiment was very favourably received by the LHCC
committee. I would like to thank to all the LHCb collaborators for this
excellent outcome.
    David made the following three comments:
1) Warm magnet TDR is well received and it is most likely to be approval
in March. His summary is
"The net result is that you should go full steam ahead to prepare for
   tenders and purchase, expecting that the needed approvals will be
   routine."
2) The RICH photon detector choice was noted without any comment.
3) It is important to set the definite TDR submission dates expected in
2000 during the March meeting with the referees. If there are delays,
clear explanations for the reasons and effects on the project should be
well formulated.
