LHCC referees (Entire LHCb collaboration)

One of the regular meetings with the LHCC referees took place on 7th of
March
LHCC referees: D.Cassel (principal referee), H.Schellman, A.Rostovtsev
LHCb: I.Videau, H.J.Hilke, T. Nakada
           B.Schmidt, A.Schopper, H.Dijkstra
           B.Koene, D.Wbsdale, R.Forty, J.Harvey, T.Ruf
Subsystem Presentations:
Muon system by B.Schmidt
    Basically same as his LHCb week plenary presentation, including the
     issue on the Technology choice. It was said that the decision on
the outer
     part of M2 to M5 would be made by May.
Trigger by H.Dijkstra
    Basically same as his LHCb week plenary presentation, including the
     missed milestone on the pile-up trigger and its recovery plan. He
also
     expressed a concern not having reliable input on the muon
background
     from the machine.
Calorimeter by A.Schopper
    Presenting the final design of the calorimeter to be described in
TDR.
All the presentations were well received and all the technical decisions
made by the collaboration were very positively acknowledged.
General Status:
H.J.Hilke presented overall status. It was announced that two Outer
Tracker milestones, final design and TDR, have been postponed by six
months. B.Koene presented rational behind this decision and showed that
this would not introduce any difficulty in finishing the construction on
time.  Our plan to submit RICH and Calorimeter TDR's aiming at the open
LHCC presentation in October was presented. It was stressed that the
TDR's would be submitted to the LHCC well in advance.

During the closed session on 8th, our referees presented their report
followed by the report on our magnet TDR by the LHCC magnet advisory
group. D.Cassel kindly informed me the following points in the evening:
1) The magnet TDR is recommended to the Research Board.
2) Open presentation of RICH and Calorimeter TDR's in October noted.
3) Delay of the Outer Tracker TDR by six months was not considered to
    introduce any serious problem.
The general status of the experiment was considered to be very positive.
The LHCC referees has requested to the LHCb collaboration to present
project plans for the next meeting in May for all the subsystems from
the submission of TDR's till the start of the installation. The plans
does not need to be too detailed but should contain enough information
so that the referees can follow the progress and judge the viability of
the plan.  D.Cassel has announced this action in his report to LHCC and
received a very positive response from the committee.
Another issue to be presented in the May's meeting will be a summary of
planned test beam activities in 2000 and a visit to the test beam area
and laboratories.
The next meeting with the LHCC referees will take place
Tuesday, 16 May at 14:00.
