Dear Colleagues,

As you have seen from the agenda of the Friday collaboration meeting distributed by Neville, we have a discussion on the future organization of the experiment. Here is a proposal which the LHCb management would like to submit as a basis for the discussion on Friday.

----------------------------------------------------------------------- 1) Introduction to the next phase of the experiment The LHCb structure based on working groups and convenors led to the completion of our Technical Proposal (TP). In the TP, we presented a detector set-up which can do the necessary measurements. After a positive recommendation of the TP by the LHCC, we will proceed to the next phase of the experiment. During this phase, the necessary R&D and design work have to be carried out so that we can chose between options, if necessary, and define an optimized detector for construction. System coordinators will be appointed and their task is to ensure coherent efforts by the interested groups and a consistent and optimized system. Rough responsibility for the construction will be also defined at the end of this phase. Once the systems or subsystems are well defined, project leaders will be appointed who will be responsible for producing Technical Design Reports (TDR's) and define the detailed responsibilities in consultation with the LHCb management. Construction will start after the TDR's are approved by the LHC committee. Different detector components will have different time-scales for the change over to the project phase of an order of one to two years.

2) Proposed structure for the next phase starting on 13 July 1998 The LHCb detector is divided into the following systems: Magnet, Vertex Detector System, RICH System, Main Tracking System, Calorimeter System, Muon System, Trigger System and Data Handling System, with a coordinator for each system. In addition, Electronics and Experimental Area coordinators will be appointed. Physics aspect will be covered by the Physics Task Force as before. A system may require a substructure. The necessary substructure is set-up and modified by the system coordinator in agreement with the group and in consultation with the LHCb management. Activities of the substructure will be coordinated by a contact person.
