Dear Colleagues, I am pleased to inform you that the Collaboration Board of CMS has approved the principle of adopting a common rule concerning the publication policy of large collaboration. CMS would be ready to participate to a common working group organised by ECFA and/or EPS. If not organised soon, I am willing to contact directly the other 3 LHC Collaborations, so that at least for LHC we adopt a coherent policy. I think the matter is urgent, because lots of young physicists are producing now LHC collaboration notes of high quality. These notes could and should be recognised as real publications. One possibility (it is my personal view and would have to be agreed by the community) is to find an existing electronics journal (Europhysics Journal?) or create a new one, where these notes can be published.
