Dear LHCb CB-members,
The chair of the LHCb CB will become vacant after the next LHCb meeting
in Milano (September 25-29). At the last CB a search committee was
ratified with the following members: Jacques LeFrancois, Clara Matteuzzi,
Andrei Goloutvin and Hans Dijkstra (chair).
The search committee aims at the following time schedule:
- July 1: close nominations, hence every institute has 4 weeks from
now to decide on their nominees.
- July&August: verification by the committee on the nominees willingness
to serve.
- September 1: announce candidates to CB. This will allow the institutes
4 weeks to order the nominees for the election in the CB.
- September 28: CB decides to either vote in the meeting, or maybe by
postal ballot later.
- November 30: First CB meeting under the new Chairperson.
At the end of this mail an excerpt is given of what the LHCb constitution
says about the chairperson of the CB.
A few important points:
. The present CB-chairperson (Neville Harnew) cannot be re-elected under
normal circumstances.
. The Chairperson shall not be an employee of CERN.
. The Chairperson shall not be a detector Subsystem Coordinator.
A list of the present LHCb coordinators is included at the end of this
mail.
The search committee invites all institutes to nominate up to two
persons in LHCb for the position of CB Chairperson before July 1, 2000.
Even if you think your preferred candidate is nominated by someone else,
it is useful in this process to also send your nomination since
this supplies extra information for the filtering process of the
committee. Hence: please do answer.

Our constitution says the following about the CB-chair:

The Chairperson organises meetings of the CB.
The Chairperson shall ensure that any major decision taken by the
Management appears as an agenda item for discussion in the CB.
The Chairperson shall communicate with the CERN Management in
exceptional circumstances when desired by the CB (eg. concerning matters
of spokespersonship). He/she shall not be an employee of CERN.
In the event of an urgent decision which cannot await a CB meeting, and
which the Chairperson feels could be counter to the major interests of
any of the participating institutes, he/she can instigate an Email vote
of the CB.
The Chairperson has right of attendance at the Technical Board and the
Physics Planning Group. Together with the Management, he/she shall
participate in the LHCb financial review to represent the interests of
the Collaboration.
The Chairperson has no executive power.
The Chairperson is not required to be resident at CERN.
The Chairperson receives nomination from, and is elected by, the CB.
The Chairperson shall not be a detector Subsystem Coordinator.
The appointment of the Chairperson of the CB is for a two year term with
the possibility of re-election. Only one re-election is possible in
normal circumstances. The appointment can be terminated at any time by
at least a 2/3rd majority vote of all voting members of the CB.
