Dear LHCb colleagues,

As you know, we had some meetings with the LHCC referees on Thursday and Wednesday this week. All the promised answers to the remaining questions were presented and the referees were satisfied. The current status and milestones and future R&D plan till TDR for all the detector system were presented by the convenors. Thursday afternoon, there was 45 minuets presentation by the collaboration in the LHCC closed session. The main point was to stress once again the unique physics potential of the LHCb experiment. Transparencies can be seen on the web. (http://lhcb.cern.ch/html/progress/lhcc090798/index.htm). This was followed by the report of the referees. Here is the outcome kindly transmitted today by our referees. Following the discussion this morning, the LHC Committee came to a conclusion to recommend the LHCb experiment for approval, pending a positive CORE report on the detector cost. After the Resource Review Board meeting on 14th of September, organized by the CERN research director attended by the funding agency agencies, the CERN Research Board will make a decision on approval on 17 September. I would like to thank all the members of the LHCb collaboration whose effort brought us this great success. My particular appreciation goes to the working group convenors who played an essential role to produce a successful Technical Proposal and to lead the discussions with the referees afterward: Tracking W.Ruckstuhl RICH R.Forty and T.Ypsilantis Calorimeter G.Carboni/B.D'Almagne/J.Lefrancois Muon B.Cox Trigger S.Conetti and U.Straumann DAQ F.Harris Simulation A.Tsaregorodtsev Computing J.Harvey Now we are entering the new phase of the experiment and I am looking forward to see our progress toward the Technical Design Report.
