Dear LHCb colleagues,
	Here is the summary of the meeting with LHCC referees. Our principal
referee, Brian Foster, kindly informed me that the referees made a
report at the LHCC closed session yesterday and the committee was
satisfied with the progress we are making.

Summary for the meeting with the LHCC referees
7 July 1999
    Referees: H.Schellman, A.Rostovtsev
    LHCb: Speakers + T.Ruf, I. Videau, H.J.Hilke, T.Nakada
11:00-11:45    RICH photon detector status
                      D.Websdale
11:45-12:30    Status of the cold Si test 
                      P. Collins
14:00-14:45    Inner tracker beam test results and Si option
                      U.Straumann
14:45-15:00    Discussion
- DW presented the status of MaPMT, Pad HPD and Pixel HPD. Although the
progress was acknowledged, the delay in electronics was notices.
- TR invited PC to present the result and current understanding on the
Si detector working in the cryogenic temperature. It was stressed that
the baseline solution for the LHCb experience would not be affected by
all those results. The latest understanding of the effect may lead to a
new series of tests.
- US summarized the test beam results done at PSI for micromegas,
microwire, triple GEM, GEM+MSGC. Triple GEM produced the most promising
result. Next beam time in November. Ueli also presented a scenario for
the possible Si option. It is still a very preliminary study.

- TN reported news from the LHCb collaboration on
1) appointment of the deputy spokesperson
2) new collaborator, Ferrara
and technical decisions:
1) warm racetrack coil for the magnet
2) Calorimeter cell sizes and HCAL length
3) Level-0 trigger latency and implementation
These decisions were well appreciated by the referees.
During the discussion, a question was raised whether we can still reach
to the decision on the photon detector option if no FE electronics
fulfilling the requirement becomes available. The referees stressed the
necessity of a closer look to the Si option for the inner tracker, in
particular the logistic and organizational problems.
Future plan:
1 September: status report by the LHCb management to the referees.
19 October: full day presentations by the all subsystem coordinators.
