1)
A comment by D.Cassel on the division of areas covered by the referees:
    H.Schellman: RICH, Calorimeter and offline software
    A.Rostovtsev: All the tracking, i.e. VELO, In- and Outer Trackers,
Muon
    D.Cassel: Magnet, general mechanics, Trigger and DAQ
They may ask for some experts for Trigger and DAQ at later stage.

RICH photon detector decision, Pixel HPD baseline and MAPMT backup, was
presented by DW. The decision was well accepted. The loss in PID
performance in the high momentum region was noticed and a question was
raised on the possible deterioration in the physics performance. A reply
was given that the deterioration is small since only a small fraction of
events in the two body hadronic decay modes such as B->pi pi and Bs->Ds
K. would be lost.

General status of the collaboration and the rest of the subsystem was
presented by TN.
4)
List of major milestones up the TDR's and a summery of the technological
evolution of the detector since TP (both requested by the referees last
time) have been presented by HJH.
5)
Magnet TDR was presented by WF. A question was raised about possible
activation of the cooling water, which may required a closed circulation
system. This needs some investigation.

AOB
It was agreed that in the March meeting we will discuss the submission
dates for the Calorimeter, RICH and Outer Tracker TDR's which are, in
principle, expected in 2000 according to our milestones.
It was requested that the changes of performance respect to TP due to
the decisions on the final design and technology choices of the
subsystems have to be carefully monitored and presented. The referees
expressed their wish to see some studies which show that there would be
no deterioration of physics performance respect to TP. The time scale
and extent of such studies will be discussed at later time.
The next meeting will be
   7th of March, 10:00-12:00 and 14:00-16:00
and there should be some detailed presentations on
Calorimeter, Trigger and Muon system
by the subsystem coordinators. The rest of the subsystems will be
summarized by the LHCb management.
The referee team was very satisfied with the progress of the experiment.
They were pleased to see that we kept our major milestones so far,
sometime even earlier than foreseen.
