The 40 MHz in this scheme refers to
the nominal machine bunch crossing frequency, including empty
bunches, and not to the rate of colliding bunches. It is
intended to avoid having a different diagram for every bunch
filling scheme, but users should feel free to modify it with
e.g. 15 MHz for most of 2011/2012 running, if they feel that
this is easier to explain in their talk.
